On March 24, 1909, Representative Joseph Madden, of Keene, made a motion to reconsider the normal school bill calling for two new normal schools, as he had learned that Gov. Quimby would not sign legislation providing for more than one additional school.

On Thursday, March 18, 1909, the city councils met and drafted a joint resolution pledging to purchase the Hale property and present it to the state for a normal school if the bill proposing this is passed into law.

The January 23 issue reported that the total number of bills introduced to that point was 498 and included one from Representative Joseph Madden, proposing to establish a normal school at Keene. This was referred to the normal school committee, joining the Rockingham County proposal.
